Netlogic Computer Consulting: We Make IT Work

Government

IT Support for Federal Commissions, Boards, and Government Agencies

Almost everything a public body writes down can be requested later by anyone who asks. That shapes technology decisions here more than the budget does.

What Does IT Support for Government Organizations Involve?

Public sector IT has to be defensible in public. It covers the records you are obliged to keep and produce on request, the security standards that attach to federal data and criminal justice information, procurement rules that decide what you are allowed to buy before anyone asks what is best, and budgets appropriated a year at a time. The technical work is ordinary. The constraints around it are not.

Netlogic supports federal agencies, independent commissions and grant-making boards, municipalities, town and city departments, and charter schools across New Hampshire and Massachusetts, in Microsoft 365 GCC tenants as well as commercial ones.

The problem

Constraints That Shape Public Sector IT

Appropriated Budgets That Do Not Carry Over

Money is voted for a fiscal year and is usually gone at the end of it, so a project that slips a quarter can lose its funding rather than its schedule.

Procurement Decides What You May Buy

Thresholds, quotes, and bid requirements apply before the technical question. We scope work so it fits the process rather than fighting it.

Almost Everything Is Potentially a Public Record

Email, chat, and documents can all be requested, so retention and the ability to search across them matter as much as storage.

Leadership Changes on a Schedule

Elections and appointments replace the people who approved the plan, so it has to be written down well enough to outlast them.

Requirements

Obligations That Apply

  • Microsoft 365 GCCGovernment Community Cloud is a separate environment with screened US-based support and contractual terms written for public sector data. Not every organization needs it, so we work through whether it applies before recommending it.
  • CJIS Security PolicyApplies wherever criminal justice information is handled, which for a town usually means police and dispatch. It sets specific requirements for authentication, auditing, and who may access the systems.
  • NIST 800-171 and FISMAFederal agencies, and the organizations handling federal information on their behalf, carry defined control requirements that increasingly appear as conditions inside grants and contracts.
  • Public records lawNew Hampshire’s Right-to-Know Law, RSA 91-A, and the Massachusetts Public Records Law both set response deadlines your systems have to be able to meet.

Environment

Systems in a Typical Public Sector Environment

These are the platforms a government environment typically runs on. We support the network, servers, endpoints, identity, and backup underneath them, and we coordinate with the software vendor when a problem turns out to be theirs. We do not administer the applications themselves.

  • Microsoft 365 GCC or commercial tenancy
  • Records retention and public records requests
  • Permitting, licensing, and assessing systems
  • Meeting agendas, minutes, and livestreams
  • Grant reporting and fund accounting
  • Police and dispatch systems under CJIS
  • Public wi-fi kept apart from staff networks
  • Website accessibility obligations

Common questions

Government IT Questions

Do you support Microsoft 365 GCC tenants?

Yes. We administer Government Community Cloud tenants alongside commercial ones, including the parts that behave differently: feature availability lags commercial, some connectors and third-party integrations are unavailable, and licensing is ordered through a different channel. If you are weighing whether you need GCC at all, we will tell you when the answer is no. Plenty of public bodies are served perfectly well by a properly configured commercial tenant, and moving to GCC without a requirement driving it costs money and removes features.

Can you work within our procurement process?

Yes. We are used to quotes that have to sit alongside two others, scopes written so they can be compared line by line, and work that cannot start until a board votes. Tell us the threshold and the meeting date and we will work to it. The most common problem we see is not the process, it is a scope written loosely enough that the three quotes are not comparable, which sends the whole thing back round.

We are a small commission with no IT staff. Are we too small for you?

No. Several of our public sector clients have no internal IT function at all, and small federal boards and commissions are a large part of that group. We act as the department: helpdesk, security, Microsoft 365 administration, and the technology planning that has to go into a budget request, with a named contact rather than a ticket queue.
